Relay calls can't be blocked to businesses or homes (I don't know WHY they changed it for home numbers!), but I'd see if you can get the server numbers (all calls go through servers which is the phone numbers that show up on someone's caller ID), and have your phone company block them.
Ahhh when did they change that?! They're still telling me that if the person calls customer service they'll be able to block calls from IP relay. I wonder if you could just do it yourself--after someone calls you through relay, do a *60 and it will block that server number from calling you? Of course that won't work for all phones, and you still have the other server numbers to worry about, so yeah. To the OP: it sounds like your friend isn't actually receiving the calls from IP Relay, but the person is using the service to place calls to other places to harass him? Let me know if that's right. It sounds to me like the cops ought to be pretty eager themselves to find out who's doing it, since they're coming out there for no reason because of it!
